spokes on a wheel

Question:

How can it be done?  I’m trying to put in spokes on a bicycle wheel.  As simple as this thing sounds - they command a lot of respect.  Not only each are at compound angles, they’re mounted tangentially on one end some 90 degrees on a hub, making a different plane for each spoke, all 36 of them. 

These are not straight inline with the center hub, all making for a conic shape together, much like an oriental umbrella stays.  TurboCAD’s “plane” is a flat surface adjusting around, following commands, not a conic of course - so how to best tackle this part?
