I have downloaded some TIFF files from the county that I live in, they are plat drawings of local housing additions. I notice that TC16 cannot open TIFF formats. How do I change these to a format ,and which format is best that can be opened by TC.

Use "Insert / Picture / From File".
Select "TIF files" in the "Files of type" list.
Browse for your TIFF files.
Open
Click to place the top-left corner of the image
Move your cursor down and to the right to place the other end.
This will place the image in the drawing.

Thanks John now I have a problem when I zoom out the screen goes blank before I can get the entire picture on screen. My zoom factor is set at 1.25. Is this a normal occurrence.

What is the dimension of the TIF file in pixels? I inserted TIF that is 5315×6776 and can zoom in&out without a problem. I know TurboCAD gets picky when images go over a certain dimension, but not sure just what that size is.

The TIFF original size is 14384 x 13792 pixels. I have used Ifran to reduce it but then it is unreadable.

Maybe breaking the image down to 4 parts would work, while keeping the original size. Crop copies down to the 4 corners, insert, then bring them together in TC. I would try one corner first (7192×6896) to see if an image that size will work OK.
