global dimension setting

I'd like to set a global dimensional characteristic

I prefer 3 place dimensions and rounding to 3 places
But TC is defaulted to 2.
How can I change this so that I don't always have to change it  every time I start a drawing?

Also  is there a way to eliminate that  ugly space consuming little

  inch designation that TC  places next to the  dimensions?
It's  pointlessly redundant and anyone who reads drawings looks at the bottom right corner to see the drawing standards used anyway.

Create a template and start your drawings from this. In your template you can create layers, dimension settings... etc, and these all be available in you new drawing(s).

In the Dimension properties - Units/Tolerance, deselect the "Append Units" to get rid of the in suffix.
