Is there a way to determine what workplane if any the author has used when you open a file for the 1st time and its not obvious the current workplane in use?

On the Workplane toolbar, click "Show/Hide Workplane," then "Fit Workplane to Window."

Can you also F7 (EditSelectByReverseOrder--  Select next object in back order); Cancel; then use Workplane by Entity, selecting that object; with the UCS icon showing.  For me, that UCS icon gives me a better indication of what the current Workplane is, as compared to the dashed red line of the "Display Workplane".
