I need help understanding work planes more.

First off, I'm trying to add an arc wall to an already existing wall. It adds but only aligns with the outer edge of the wall. When I try to meet lines I get an error "lines belong to different work planes" how do I fix this. I want the section of the wall inside the arc diameter to go away and my current wall to connect to the arc wall to make one solid wall. 

Second. I cannot seem to figure out how to stack my house. I have had to draw all 3 floor plans as separate drawing, basement, first and second, and can't seem to get the roof tool to align on top of my walls either. When I tried creating a new layer "first floor. It just created everything right in top of the basement workplane..  Any help would be much appreciated. I've only been using TC for a couple days so bare with me. I get the hang of stuff fast but am brand new to CAD.

Hi Henry, I meant to mention that. I just purchased the Deluxe 2017 I can go professional yet.
