When I start up TC21, I get a message that my graphics card does not support REDSDK and that it is being disabled.

Then I get a popup that says "Accelerate Your Graphics Performance" Your graphics card is supported.

I'm sure that running this in emulation is part of the problem but I was able to do REDSDK in TC 20. Any ideas?

Hey Big JIm, Merry Christmas!
Download and run the redsdk demo at the bottom of this page http://www.redway3d.com/pages/redsdkDownloads.php     and test the performance of your graphic card . Everything else is just plain rhetoric :)
My card had a very low rating but who cares cuz I can render with Redsdk,it just takes longer for advanced renders. Does that answer your question :)

It looks like I am going to have to do dome digging. That demo does not run. HOWEVER, the virtual machine is a supported device according to the REDSDK folks.
