Title: Walls : keeping them set so do nnot have to reset them every time

I would like to know how to set walls double lines and not have to reset them every time

Do you mean every time you use the tool, or every time you start a new drawing, or ...?

I set my walls ,trusses etc up as layers in my drawing template.
I have been trying to set them in my template so tha as often as I
use my template the will be set there.

I have some tutorials that have the wall etc set up the way i would
like to have mine. But i can not figure how to go about it

I believe you want Property Value Presets (http://www3.turbocadcommunity.com/tiki-index.php?page=Property+Value+Presets) or what used to be called Styles. Pick a tool, then pick a "Preset" from the list on the Property toolbar. The Wiki link might be useful.
