Title: DWG / DXF export doesn't honor ACIS faceter quality from TurboCAD

Solution:
This is an 'As Designed' functionality. The ACIS faceter quality is a TurboCAD application settings parameter and is exported only to the native format (TCW). All other formats will not honor this setting.

What about the SAT format; as that is the ACIS default format for sharing?

Autodesk stopped using ACIS but negotiated a permanent license in AutoCAD at V7, AutoCAD will import .sat up to V7, from memory.
