Often users complain that join polylines tool is not working as it should be. Here is a simple tip to get your "Join Polylines" tool working ;):

keep your VERTEX snap mode on and then hover the cursor on the end point of first polyline. A red cross will appear on the end point, click on that point. Now, the next line you draw will start from the end point of the first line. To join the polylines, it is necessary that their end points meet with each other; and this can be achieved easily by drawing the polylines in vertex snap mode.

Join 2 lines tool  When I have two profile on the same view and same plane I always use the 3D poly line to join them. NJR draw a line

And if that doesn't work, then select all the polylines and put them on the same Workplane (Shift+Alt+W) before trying again.

And if that doesn't work, put them on the same plane, extend the lines and arcs beyond where they intersect, then use the cut tool to trim the tags. Sometimes the problem is due to lines not intersecting, but sometimes, the problem is there's a tag hanging off the intersection point. I find it easier to fix a problem than to delete what you have and then start all over again.
