Loft Width 3D Shape

I have a bit of an unusual shape I need to create and am running into problems.

See the attached file.

At the bow, I need a flat plate (looks like the original is one bend piece of metal) of consistent width.

At the stern (not really an issue) I have a sloped plate. I have added one frame in the middle just as a test.

So what I need is a loft (or something that comes out the same) among these frames.

I've tried making 6 2D lofts, adding together and creating a solid from surface but the edges do not match up, creating a bad solid.

Trace the cyan object with a 3D Polyline, then loft it with the two red objects.
