order layers alphabetically & snap on a visible object

I have collected a number of layers piece by piece, but they will not stay organized alphabetically.  Can you advise on how to make them stay so?

When trying to copy a collection of objects to a snap point on an object, it will not let me snap on the object (or show magnetics lines).  I turned on the construction layer.  While doing other commands (e.g. draw line), it does allow snapping to the object.

I am running TC Deluxe 2016.

I have occasionally seen the Layer names displayed in unusual orders and they seem resistant to re-ordering (changing back at unpredictable times), but it seems to be file-dependent.

I've had some luck if I make all Layers visible, Select All, Copy, then Paste into a new document, but it's not dependable.

Try clicking on the "Name" header in the "Layer" page of the Design Director. That normally alphabetizes the layer list in the palette and the Properties toolbar. Click on it a second time to alphabetize in reverse order. I don't know of an easy way to restore the list to its original order.
