Offset from 3D Polyline

Sure.  Easiest in 2018, with the new projection tool.  Project your 3D object onto x,y,z planes, perform 2D offset on each plane, extrude the offset profiles and intersect them.  Surface intersection, not 3D volume intersection.   It might seem long-winded, but the glib notion of a 3D offset tool ignores a lot of possibilities.

To do it in earlier versions, more hoops: draw lines on each plane as paths, sweep the 3D polyline along each path, pass a section through each sweep, delete the sweeps.  Explode the sections to polylines and offset each polyline, extrude the offsets and surface intersect those extrusions.
