It deepend on what cfg you'r using, i dont know where the offset is, but i normally just drag it from Customice/ Command to the copy toolbar as i like to have it there.
The Modify toolbar you normally should find in Customice/ Toolbars, just check it and then drag it to where you want it.

If using the "Default" configuration that TurboCAD installs with, Offset can be found in the menu "Modify / Offset / Offset". It is also in the top flyout of the "New Modify" toolbar (right-side).

The "Offset" command can be found under "All Commands" and dragged-n-dropped to any toolbar or menu when the "Customize" dialog is open.

The "Offset" command can be found under "All Commands" and dragged-n-dropped to any toolbar or menu when the "Customize" dialog is open.

Just remember to save your configuration (advisedly under a unique name) so that the commands you add will still be there the next time you start the program.  You can typically find it under the Tools / Customize menu entry, then click on Options.

Alternatively, you can right-click on any empty area outside the Model or Paper Spaces (try just to the right of the Help menu item), then click on Options.
