Changing layer name and then reverting to orignal name?

I can't change a layer name in design director and then revert it back to the original name without restarting the program. The program won't let me revert the name back, instead it beeps and makes no change.  It seems to me like this is a bug to me... the program is trying to prevent duplicate layer names, but doesn't realize the original layer name is not in use any more after the re-naming.

This is one of numerous issues when renaming layers.  Such as re-naming layer in a layer filter in design director does not propagate though a saving, closing, and re-opening of a file.

Also, changing a layer name in design director under the "all layers" filter often does not change the name of the same layer listed under a sub-filter.  Often the program needs to be restarted for changes in the layer sub-filter to take effect.

Seems like the layer management engine with design director has some basic flaws.
