Paper space viewports active layers defaults to include new layers workaround?

I have made numerous viewports on a paper space for a half-completed.  The paper space is completed for that section of the project, but whenever I add a new layer in the model space for other areas of the project, the viewport automatically makes the new layers visible on the already completed paper space viewports.

It seems creating a layer set and selecting it under the viewport/viewport properties mitigates this problem.

Is this the only workaround or is there a setting to not default to making new layers visible under the viewport/mark visible layers property?
