Indeed all TurboCAD raster filters (bmp, jpg, png, gif) have only one single error message "Write error". It is assumed that if an error occurs while saving (as in this case), then 'specific' error message will be shown additionally. Anyway the user will receive all the diagnostic messages.

Seems pretty clear to me:  The next version of TurboCAD (2018) will add all of the diagnostic messages that result when an error occurs while saving as a raster image.

I don't recall that I've ever had a problem saving an image, other than the Tile Size specification that is present in some Setups.  And that could be eliminated by making it dynamically-sized.
