I found someone suggested that following the below steps resolves the file saving issue, and it really works!
1) First you need to create a new User Account (that is also you)
2) Now login to the original User Account, and do a Full UnInstall of TurboCAD (before uninstallation you must save custom Drawing-files, Materials, Symbols, Templates, Configuration-Files, etc. if you are going to remove those Folders).
3) Now login to the new User Account, install TurboCAD, by granting access to All Users.
