Can a Ruby script make a Import / Export plugin

I was wondering if it's possible to make a Import / Export plugin for TC 19 / 20, so aircraft and building designs can be ported over to X-Plane 10 Flight simulator (Obj 8 file).  New to Ruby.

Probably, so long as TurboCAD's API gives you all the tools you need for the conversion -- I think it should. However, I think TurboCAD can already save to OBJ format (not sure which version).

The reason I asked was most programs use Wavefront .Obj file, which isn't compatible with X-Plane .Obj 8 file.

OK, sorry, I wasn't aware of the difference. As long as you've got the necessary information to parse the X-Plane file, you should be able to import its entities, i.e. "This is the start of a facet entity. It has ten vertices, with these coordinates."
