Title: Print to scale

I've looked around and beat my head against the wall for a day no, figured I would ask for help.
Using 15.2 pro, I have an architectural drawing I want to print to scale. 1/4" = 1', size E sheet.

Also, I want to print grid lines on the drawing every 1/4".

I've gone around a few times setting the properties in model & paper space, just does not work the way I expect.
