Does TurboCAD have a player that allows someone to view  a design for no cost ?
Does TurboCAD export in some format that would allow someone to view a design for no cost ?

No

Yes you can save in both DWG and PDF free readers are available for both formats.

It depends on what you want to do.
You can also save your 3D renders as .bmp file.
And then via MontageCenter making a animation.

I've used the Cortona viewer to open VRML models.  http://www.parallelgraphics.com/products/cortona3d/

Nevermind.  It's not free for commercial use.
