Here is a sample project in Visual Basic Express 2008 for an external application that works with TurboCAD. The application opens a new drawing, creates a few simple graphics, duplicates the circles, then moves and selects the new duplicates. Finally you can save the drawing if you wish.
Note: The New statement doesn't properly create an instance of TurboCAD 16 if it isn't already running, so for TC 16 you'll need to start TurboCAD manually before running the sample application.
